In each country the primary responsibility for the security and protection of staff members of the United Nations, their spouse and dependants rests with the host government. This responsibility flows from every government's function of maintaining order and protecting persons and property within its jurisdiction. In the case of international organizations, their officials and property, the government is considered to have a special responsibility under the Charter of the United Nations or the government's agreements with individual organizations.
